党的二十大报告指出，要健全共建共治共享的社会治理制度，提升社会治理效能。近年来，山东省日照市两级法院强化府院联动，助推基层治理，让更多矛盾纠纷吸附在当地、化解在行业内、解决在成诉前，推动从化诉止争向少诉无诉转变。日照市县两级政府与法院主动融入“党委领导、多元共治”社会治理大格局，成立金融、道交、劳动等十大领域府院联动领导小组，实现从“个案联动”向“机制联动”的全面升级。
